The importance of Disaster Management

  • Disaster management is important as it can prevent the loss of lives and economic losses. Disasters include disasters of the environment, social, economy, infrastructure, transport, and agriculture.

  • During disasters, people can lose their livelihood, their job, their home, or they can be seriously damaged or harmed.Disaster management works to prevent these losses, by preparing for the disaster before it arrives so that those encountering the disaster are resilient to its harm.

  • Disaster management strategies can be effective in preventing damage during disasters, as for example, during natural disasters, when there may be flooding water can be diverted to water-deficient areas to prevent floods- as disaster management ensures the impact of crises are reduced and there is an effective and coordinated response to disasters.

  • Having a strong disaster management plan, and having it being carried out effectively, is extremely important to the lives and incomes of those at risk of being harmed.

  • Disaster management is built on the principles of management: mitigation, preparedness, response, and recovery, and works to ensure everyone is safe (physically and financially) if a disaster occurs.

The Challenges Faced

While India has significantly improved their disaster management practices, India is one of the most disaster-prone countries in the world, and so it is still at risk for being harmed by disasters, specifically natural disasters.

  •  Climate change has changed, and will continue to change, the rate of the disasters occurring.
  • Due to climate change, the frequency and intensity of flash floods, landslides, droughts, cyclones, and storm surges have increased (and are expected to keep increasing in the future).
  • In India, approximately 70% of the coastal lands are at risk of being hit by cyclones and tsunamis, approximately 12% of India’s land is prone to flooding, and approximately 60% of India’s land is prone to earthquakes.
  • Unsafe building practices (specifically in rapidly growing urban areas) and major earthquakes in heavily populated and dense cities leave India vulnerable to catastrophic physical and financial losses.
  • Other disasters such as social, economy, infrastructure, transport, and agriculture are difficult to predict, prepare for, and properly plan to recover from, so disaster management is significantly important to ensure proper recovery and rejuvenation in times of need.

The govt initiative taken up to tackle the issue

The Disaster Management Division in India’s government takes responsibility for the preparedness, response, and relief of disasters in India. In Manipur, the State Disaster Management Authority and the Office of the Secretary-in-charge of Relief and Disaster Management are responsible for their disaster preparedness, response, and relief. With a focus on resiliency, to reduce the impact of disasters, India’s government has developed a number of task forces and initiatives to plan and prepare for disasters, these include:

  • The Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation (BIMSTEC)
  • The National Cyclone Risk Mitigation Project (NCRMP)
  • The Raising of 02 Battalions of National Disaster Response Force (NDRF)
  • The State Disaster Response Force (SDRF)
  • The International Workshop of Disaster Resilient Infrastructure
  • The National Platform for Disaster Risk Reduction (NPDRR)
